March 11 - Day of the employee of the drug control agencies of Russia (professional holiday)

The Federal Service for Drug Control of the Russian Federation (FDCS of Russia) was the federal executive body responsible for developing state policy, regulatory legal regulation, control and supervision in the sphere of trafficking in narcotic drugs, psychotropic substances and their precursors, as well as in the field of Counteraction to their illegal circulation.

On April 5, 2016, the Russian Federal Service for Control over Drug Trafficking abolished the Federal Service for Control of Drug Trafficking, and its functions and powers were transferred to the system of the Ministry of Internal Affairs of the Russian Federation from June 2016, forming the Joint Directorate for Drug Control of the Ministry of the Interior of the Russian Federation. The liquidation commission of the Federal Drug Control Service of Russia will continue to work until July 1, 2017.

History
On September 24, 2002, the State Committee for Combating Illicit Trafficking in Narcotic Drugs and Psychotropic Substances under the Ministry of the Interior of the Russian Federation was established.
On March 11, 2003, the State Committee for Combating Illicit Trafficking in Narcotic Drugs and Psychotropic Substances under the Ministry of Internal Affairs of the Russian Federation was transformed into the State Committee of the Russian Federation for the Control of the Traffic of Narcotic Drugs and Psychotropic Substances (the State Drug Control Service of Russia) and V. V. Cherkesov was appointed Chairman of the Committee. The Committee was provided with a material base and a large part (40,000 units) of the staff of the abolished Federal Tax Police Service of the Russian Federation. The Committee began its activities on July 1, 2003.
June 6, 2003 approved the "Regulations on the State Committee of the Russian Federation to control the traffic of narcotic drugs and psychotropic substances."
On March 9, 2004, the State Drug Control Service of Russia was renamed the Federal Service of the Russian Federation for Control over the Traffic of Narcotic Drugs and Psychotropic Substances.
On July 28, 2004, the Federal Service for the Control of the Traffic in Narcotic Drugs and Psychotropic Substances was renamed the Federal Service for Drug Control of the Russian Federation.
On May 12, 2008, by the decree of the President of the Russian Federation, V. V. Cherkesov, was dismissed from the post of Director of the Federal Drug Control Service of Russia.
On May 15, 2008, Mr. P. Ivanov was appointed Director of the Federal Drug Control Service of Russia by the decree of the President of the Russian Federation.
On January 2, 2011, the President of the Russian Federation signed Decree No. 20 "On Establishment of the Banner of the Federal Service of the Russian Federation for Drug Control and Banners of Its Territorial Bodies."
In July 2015, the Administration of the President of the Russian Federation received a number of proposals for future reductions in law enforcement and security forces. They were provided by the Ministry of Finance of Russia, the Ministry of Internal Affairs of Russia and the Federal Drug Control Service of Russia. As part of budget cuts, it was proposed to disband two services - the Federal Drug Control Service of Russia and the Federal Migration Service of Russia. The staff number of drug control was about 34 thousand employees. Of these, it was planned to dismiss about 27 thousand, and 7,5 thousand officers to be transferred to the Ministry of Internal Affairs of Russia in the criminal investigation department. This made it possible to reduce expenditure items in the budget by approximately 30 billion rubles. Savings mainly would be due to a massive reduction in the management apparatus and general positions. It was separately explained that the law enforcement bodies, and the corresponding services of the Ministry of Health of Russia, will no longer be engaged in the topic of legal drug trafficking (pharmacies, pharmaceutical companies, etc.).
On March 31, 2016, the Government of the Russian Federation considered and approved the draft federal law "On the bodies for controlling the circulation of narcotic drugs and psychotropic substances."
On the same day, Colonel-General Nikolai Aulov, deputy director of the Federal Drug Control Service of Russia, was declared an international wanted man by Spain and arrested in absentia on charges of links with organized crime.

In the evening of the same day, President of the Russian Federation Vladimir Putin met with the Director of the Federal Drug Control Service of Russia V. Ivanov.

On April 5, 2016, the President of the Russian Federation signed Decree No. 156 on the abolition of the Federal Service of the Russian Federation to control drug trafficking and the transfer of its functions to the Ministry of Internal Affairs of Russia. Since April 2016, the functions of the Federal Drug Control Service of Russia are carried out by the Main Directorate for Drug Control of the Ministry of Internal Affairs of the Russian Federation. On April 13, 2016, Major-General Khrapov Andrey Ivanovich was appointed chief of the Main Intelligence Directorate.

Goals and objectives
The main tasks of the Federal Drug Control Service of Russia were:

Provision of control over drug trafficking;
Detection, prevention, suppression, disclosure and preliminary investigation of crimes attributed to the investigation of the Federal Drug Control Service of Russia;
Coordination of the activities of the executive authorities in countering illicit drug trafficking;
Creation and maintenance of a single data bank on issues related to drug trafficking, as well as countering their illegal circulation.

Structure of Federal Drug Control Service of the Russian Federation
The Federal Drug Control Service of Russia provided the work of the State Anti-Drug Committee and its units in the federal districts.
